The Egyptian strategy for free and open source software published in 2014. Showed the need to develop and revision of some Egyptian laws to aligning with it as well as the process of purchasing and adopting software, like the law of intellectual property and the law of public tenders and auctions.

Public tenders and auctions law

The Egyptian FOSS strategy suggested the need for adding new articles to the law of public tenders and auctions No. 89 of 1998. This new articles will be related to the process of purchasing software and it will help to remove any procedural barriers to the adoption of open source software and use it as a less expensive alternative to others software.

Intellectual Property Protection Act

The need of law changes appeared also in the Egyptian law of intellectual property No. 82 of 2002. There is now articles in this law comply with free and open source licenses and policies. It had one definition to the protected software, which addressed in article No. 140 as "Computer programs" without addressing any particular situation for the free and open software.

In this law, there are no articles or terms to protect intellectual property rights of FOSS developers according to the limits allowed by the free software licenses or open source software license.

Unlike the proprietary software, the free open source software requires that the developer reveals the source code of the software or provide it upon request, and allows users to use the software without restrictions and may they can redistribute it or used for commercial purposes, but it does not allow removal of the original developer copyright.
